I'm TH 16 max player and I can confirm this because my clan stuck on master 2 for about 8 months due to lower I'd (th 15) on below 3 position in 15v15 CWL line-ups

At masters 3 your clan is above the top 1% of clans, so to maintain or advance higher everyone in cwl must be th16 and can 3 star every base
