Goku want to fuse with Vegeta but Prince of all Saiyans refuse and have grudge for his friend. Probably that's the reason Vegeta don't want to use SSJ3 form by himself.

Why is he mad?

He knows about the Kaioken.

(Yes I’m aware unless using a godly version, the Kaioken cannot be used in conjunction with a Saiyan transformation but there’s no reason Vegeta would know that at this point in time)

As far as he’s concerned, Goku could always reach another level of power. They’re both in SSJ2. What’s stopping Goku from stacking it with Kaioken x4 and reaching SSJ3 level?

When not using the Kaioken, Goku’s always holding back. What difference does not using SSJ3 make?
