There's a big difference between a Product Owner vs Product Manager.

The Product Manager's job has global scope. Their responsibilities have no discernable limitation when it comes to the product.

Unlike the Product Manager, Owners have the responsibilities described completely through the Scrum Guide. The Product Owner is a Scrum accountability, and outside of Scrum, the Product Owner does not exist.
