It's not that consoles are beating PCs, it's that consoles are slowly becoming more and more PC-like.

Uuhhhh.
Yeah that particularly example of assets popping in is more to do with LODs.
As well as models being swapped as at percievable distance when being read from a drive...
DirectStorage would not explicitly change this fact, only give developers more headroom to be more aggressive with how often assets are loaded from memory and how far away and has late and all that jazz.

I was thinking the issue would be that consoles have a lot less overhead to run a game...so better performance with lower specs while a PC has to juggle everything loaded into memory while playing a game.

If you monitor the read speed when loading some very large games, it is common for an NVMe SSD to hit over 1GB/s, though some assets require additional processing, e.g., if they use a a CPU intensive compression method where game assets also need to be decompressed before used. This is largely because many game devs are still designing games with mechanical hard drives in mind, and don't seem to want to invest in developing an SSD mode where if selected, loading can be optimized take advantage of additional storage speed to not load as much since data can be reliably streamed from the SSD.

I hope you realize that object pop in isn't necessarily related at all to storage speed, its extremely likely related to the LODs (level of detail) of that individual object and at the distance it pops in is it changing from a higher lod to a lower lod, reason for this is higher lods have far less detail to be viewed at a far distance compared to up close being the full detailed model.

A good example is a car lets say at LOD5 is only a very basic shape that resembles the rough shape of the car and would have 500 polygons at a distance of 700 meters, now lets say LOD0 is right up next to the car and it would be full texture and model detail at 250, 000 polygons

This is a graphics model optimisation technique, not a storage speed limitation
