The singularly will not exist until you can program the entire web into an AI and the individuals of the human race. There will always be someone who can outsmart the pre programming of an AI. In order to create the consciousness of an A.I one would need to program it to learn as much as possible.And then delete all of the preprogrammand have it learn on its own
