I think it's possible to achieve tech singularity without AGI. I also think it's possible AGI will not exist in near future. In order for people to build an actual intelligence, scientists have to figure out how human mind works, how consciousness exists. Once they do that, next logical step would be to increase human intelligence. With that increase of intelligence, people should be able to create AIs that are extremely useful, but not self-aware. Just very very very complex computer programs.
