Bill Cipher, the best villain of Gravity Falls, and possibly of the Disney multiverse that Gravity Falls shares with the owl house, Amphibia, and possibly star versus the forces of evil. 2 minutes just isn't enough time to show how awesome this villain is.

I think there are some characters in various franchises that Bill Cipher cannot trick. That would have to be Batman, Owlman and Lex Luthor. Owlman in particular could develop a device that would destroy his entire Nightmare Realm. I am sure Dr. Strange from the Marvel franchise would fall under that category.
