Because Egypt was a hegemony not an empire. Egypt didn't care to rule over states so long as they paid tribute.

Traditional historiography often referred to the height of the New Kingdom as an Egyptian empire for just those reasons, but you're right to add that the Nile heartland itself started as an empire. Both as the product of union through conquest, and in the Toynbeean sense of being the universal state at the end of a system of states [the Nile was a pretty isolated system of city states and tribes at the start. uniting it must at first have seemed like a world state. Just like Rome later was for the Mediterranean or like Sargon built in Mesopotamia.]
