The most prepared nation for a nuclear war is as prepared as the least prepared nation. The only way to truly be prepared for a nuclear war is to understand how horrible one can be and thus not have one.

NATO status notwithstanding, Iceland could survive a nuclear winter alone as it is on a geothermal hotspot if it can survive a supervolcanic eruption (disregarding a myriad of other factors like EMP, Reykjavik destruction, fallout, etc.)
As for Canada, Aboriginal people like the Inuit would be better equipped for the extreme cold (i.e. Nunavut cold), but that is before factoring in food supply (or lack thereof). Needless to say, the growing seasons there would be wiped out completely due to its northerly location.
Long story short, nearly all of Canada, USA, Europe (sans the Asian parts of Turkey), Russia, Japan, China (PRC & RoC), Korea, India, Pakistan, as well as much of the Middle East, Latin America (except the extreme south like Santiago & Buenos Aires), and northern Africa would be dead. Higher survivability in southern South America, subsaharan Africa, and Australia

The fact of the matter is even after a nuclear war there will be many survivors. Even if 1/3 of the population of earth is lost over the first month, the rest of the people will try to figure out a way to survive and many of them will succeed. It will be a great technological setback as the first 10 years will basically be just trying to figure out how to keep people fed and deal with health problems. but the human race will go on just as there have been great extinctions in the past, there will be survivors and changes in lifestyle in the future. It will be difficult but it will happen.
