Thats very very wrong that a sewer manhole your putting a sewer lift or pump station at risk for failure then you can't flush your toilet 😔

That is a caped drain. It wasn't cloged water just had nowhere to go because there was no flow.! That top needs to be replaced with grates or something. For water to flow and drain properly
