The director said it as a joke I'm pretty sure, I mean...In Cars on the road you can see Statues of a vehicle like Dinosaurs. It would make sense if humans made the cars so advanced that they became sentient because then who created the Dino cars 65 million years ago?

How are humans born with different accents

Wouldn’t it be similar to their country of origin. Like guido and Luigi are Italian given the Italian accents. Same for Francesco. Like a French car would have a French accent. But I think they’re also influenced by the area they live in. Like the Miata’s in the first movie being Japanese but having American accents.
