mcqueen did actually win a race on screen, he won one in cars 2 and at the start of cars 3 he won a couple.

fact 13: we actually saw mcqueen winning a race. In cars 2 Francesco won the first race in Japan, Mcqueen won the second one in Italy and the the third race was the one who got interrupted

One more thing Doc's Crew chief's name is Smokey. I looked it up case Herb Thomas's car was the Fabulous Hudson Hornet, which inspired Mcqueen's mentor. however, Smokey isn't a made up name. Herb Thomas had a crew chief his crew chiefs name was Smokey Yanick.

Also side fact in cars mcqueen says that hes a racing car and hes only there for the races and the track is allways lit up so he dosnt need lights but since the beggining of cars 2 he cahnged his mind cause since then he has lights that arent stickers

this is true but doc hudson is nowhere to be seen and mcqueen was decided to switched himself to as cruz ramirez replacing in there until he switching himself back as returning (rookie) famous race car again in the movie again (cars 3 away to 4)

someone managed to move because he originally stood from an angle and at the end he stands in line with mcqueen and also reverses and straightens the wheels

In 19th, it can been seen that Smokey was actually going back and than there a gap . And in 20th, camera angle are different . Before flashback camera was on face of Mcqueen while after flash back camera was far behind . So you are technically wrong for 19 and 20 .
