In realtà la maggior parte delle persone non usa spesso "ti amo", anche tra marito e moglie o fidanzati è più facile usare "ti voglio bene". It's true that "ti amo" is an exclusive phrase for romantic love, but in Italy "ti voglio bene" is much more popular. "Ti amo" is very powerful and embarrassing so it's often used only on special occasions, when the couple is consolidated "ti voglio bene" is more than enough. Young people are more 'dramatic' and passionate and often say "ti amo", but adults and older people prefer the less complicated and 'heavy' "ti voglio bene".
