Orochimaru doesn't do this for a couple reasons. Firstly, his first option was to go to Tsunade, who he believes could heal them. Now, after that didn't work, he didn't do it due to one reason: he would have to switch bodies with someone as soon as he cut the reaper open, and he wanted to switch with Sasuke. He can't switch again for another three to four years after he's switched once. By the time he figured out Sasuke wouldn't make it, he didn't have enough time to go there, cut himself open, switch, and make it back before Sasuke made it to the hideout. His arms were also decaying do much that he had to switch before Sasuke got there. So he might have not made it to the shrine in time either. That's my observation though. It might have a few holes in it as well. Feel free to point out any mistakes

Orochimaru was still in the process of acquiring it before he died. He also wanted Sasuke's body to hop into when he eventually does get the hands back

I thought it was because he found out about the mask, but was too close to dying to retrieve it, so he was going to take Sasuke's body and THEN unseal his arms

He found out about the mask some time after his hands were sealed probably. His dying hand couldn't be saved even by the talents of tsunade because it was a damage to his soul, not his body. The only way to cure his hand was to take it back from the reaper.

The mask wasn't "laying around" in one of his labs, it was at the Uzumaki clan shrine!
