I've been thinking about this. Guy had his power longer at that level. Diablo has been studying how the world works on a fundamental level. Guy could not evolve his subordinates Rain and Misery. But I think Diablo could have. If the role was reverse. Since he joined up with Rimuru he's been gaining power since. He lost one to Michael and only because he use a broken skill time stop. And Diablo said he could fight him again and win.
