The reason plastic glue better in a shear motion is, because it doesn't fully weld the parts. So you only have a few surface molecules hooking into each other from each part and those interactions create your connection strength.

The reason why such a connection is better in shear than pull is because the molecules of the plastic can more readily lock together and transmit the force from one part to the other.
