Or just land Grand Glacier and buy them from the NPC for 300 gold.

Except you have to wait for 3rd zone to spawn, snipers can be so deadly off spawn when teams don't have much loot

There's also a vending machine with epic or legendary snipers at Reckless Railways, or you can get one by beating the Clara (I think that was her name) NPC in a duel, who can be found at The Cemetery, but don't land there because I land there
