The act provided for additional members or Non-Official member in the central as well as provincial legislative councils.
Central Legislative Council: minimum 10 , maximum 16 members (previously 6-10)
Bengal: 20 members
Madras: 20 members
Bombay: 8 members
Oudh: 15 members
North Western Province: 15

Indirect election
CLC= Some non official member nominated by Viceroy on recommendation of PLCs (Legislative Councils of Bengal, Bombay, Madras and the North Western province) and Bengal chamber of commerce
PLC= Some non official member nominated by Governor on recommendation of universities, district board, municipalities, zamindars and chambers of commerce

Law member made permanent member .
The members were given the right to ask questions on the budget (which was barred in the Indian Councils Act 1861) or matters of public interest but had to give notice of 6 days for it.
The members could now discuss the budget without right to vote on it. They were also not allowed to ask supplementary questions.
