I think you made a mistake with the Nepotism rule. According to the rule book, you only need to have consent from every other player in the candidate pool; ie. all the other players who are eligible to take the office. So in your example of the Governor of Bengal, you only need to get purple player's consent, since blue player is not part of the candidate pool.
