Is thier a type of government where only a few get to vote such as an oligarchy where only they get to vote on the country's affairs

There are only two types of government. Oligarchy and constitutionally limited republics. All the other's are actually oligarchies, and of the people stop paying attention, their constitutionally limited republic will become an oligarchy too.
