I get feeling safe enough to use this if you literally can go where you need to be on separated bike lanes, but the moment you are riding with cars this becomes extremely sketchy...

Is the train system for New York City owned by the government or owned by a private owner? If it's public, then it makes sense why it's dirty, disgusting and with a terrible stench. The city government won't hire people to clean that area up.
