I'm an doftware engineer and what you've mentioned is a thing in software engineering. It's called "fuzzy testing". A special software mutated the source code (flips some conditions, changes some numbers) and then we run the test suite and check if the tests cover the fuzzing, if no test fail it signals us that we are missing tests (or otherbproblems with our code) which in of itself increases the assurance of an correct program.

Over Billions of years, yes. There are serious diseases that are caused by genetic mutations, they are detrimental, they are sad, but there are also genetic mutations that can be beneficial. For instance the ability to digest lactose from other animals was a mutation that prooved so beneficial that almost every human today has some tolerance to it at least until infancy. Approximately 35% of people retain that to adulthood. This mutation sprung up only roughly 2000 years ago. You see the big thing about mutation theory is it requires some selection bias to work (natural selection). Unfortunately pure random is not a selection bias, but if you randomize a batch of code, and SELECT the code that performs best, and you do this over the course of millions of years eventually you will get the exact program you're looking for. There are bad mutations, but there are good mutations, and natural selection pick apart the bad ones, from the good ones.
