Pin this comment ‘cause this will solve all your inquiries, the best and only way I solved this issue my own was to directly update from the Windows Update: What I did was I gone to Control Panel > System and Security > Windows Update(bottom left) > Check for updates(it will take a minute or even an hour depending on how many updates you missed). After the loading, click the i.e. 21 important updates are available. Find the Windows Service Pack 1 KB97632(this is the most important update, check this box) You can also check other important updates if you have storage or you don’t have enough space, depends on you.
There are also i.e. 5 optional updates are available, you can look up it’s features it depends on you if you want it.
Now install the updates you checked, wait for them it can take an hour depends on your PC performance or the amount you want to update. After the update it will require you to restart it, the screen will prompt Step 1 of 3 (Configuring) just wait it will take minutes. After the loading of configuration, now you are back on Windows basically just go back again to Control Panel > System and Security > Windows Update > View update history > Find the Windows Service Pack 1 KB97632, if you found this you are all set! You may go to the Python website now! Don’t be afraid to ask me some questions if you missed something or something was not right.
