Installing python packages manually without pip command

I came here not becuase I had issues with pip on my pc, but becuase at my school, the command prompt is disabled to stop people “ruining school property through insecure cyber-security”. This means that in school, you can’t use pip, and so you have to manually download the python libraries. Thanks a lot for the tutorial on how to do so.

Im trying to resolve the missing import issue for gspread, and this doesn't even seem to help either. I have tried python3 install, says I need permisison so I successfully did --user install. Then pip3 list says its installed but its still missing in my vscode. Any possible fix at ALL? Basically went through google's cyclopedia
