Suppose time taken(in minutes) to complete the race by different horse are {A1=10, B1=5, C1=15, D1=2, E1=20}, {A2=21, B2=11, C2=22, D2=4, E2=30}, {A3=31, B3=15, C3=25, D3=6, E3=40}, {A4=41, B4=23, C4=32, D4=8, E4=50}, {A5=51, B5=25, C5=35, D5=12, E5=60}. Now how can you eliminate last two rows of 4th and 5th position because even D4 and D5 horses are faster than the horses in rows 1st, 2nd and 3rd.
So my conclusion is your solution is wrong.
