If you use per core, it will be quicker in most games, as the quickest cores can then clock faster.
All core means that your quickest cores will run in sync with your slowest cores.

My specs:
CPU: Ryzen 5 5600 (China)
GPU: GTX 1050Ti
Motherboard: Gigabyte B550M DS3H
PSU: MSI MAG 550W 80+
RAM: PNY XLR8 3200MHz 8+8
SSD: HP EX900 250GB
SSD: Apacer SATA 120GB.
HDD: 500+500GB

AMD recommends the balanced setup for its 5000 desktop series. Otherwise you will pump way to much current into the system lowering your cpu lifetime without gaining any performance.
Should you not limit the powerconsumption in bios you will face limited lifetime. Going +1.4 volt current on a daily setup is not very wise and you hit it serveral times in idle while showing the video. Most ryzen will go undervolted @1.1 to 1.27 volt with no performance loss.

Also all core means the fastest cores will sync with the slowest ones! You would overall lower your gaming power as games prefer higher clockspeeds and not maxed out all clock speeds.
And some more mistakes but i don't want to write an essay here.

Remember even ryzen master doesnt test for low voltage during idle which is what crashes these ryzen chips more than anything else.
If your systemm randomly reboots the curve optimiser settings are too low for a certain core.

I've been testing these power plans with the 5900x as the recommended balanced plan shows poor overall performance in games compared to performance mode. NMS stutters badly in balanced mode while performance mode smooths it out.

The cores don't boost up further in balanced either as people keep saying it should and it is not pumping in more voltage in performance mode either.
Either the motherboards are not quite working with balanced powerplan or it also reduces other processes that games may need.

I can swap back and forth while the games are running and see a noticeable difference immediately.

That's with latest chipset drivers too.

Thank you, super helpful. Just got the 5900X and will update the chipset and the nvidia drivers tonight. I do mostly music production to where certain plugins and virtual instruments are CPU heavy in nature, so it will be good to optimize accordingly.

Ultimate performance does not give boost in frames or clock speeds, ask microsoft or do a timespy run, I compared balanced mode and ultimate performance balanced produced way more frames

Hi i use ryzen 3 3200 amd Radeon vega 8 but it has a heating issue while playing gta 5 it reaches more than 100 degree and turns off automatically in 10, 15 minutes
