If exponents are negative in the constant not the variable so even then will it be a polynomial equation?....example 2½x³ + 3¼x² - 3x

sir, i have a doubt regarding a formula in the textbook..it's called the general formula of polynomials...
i'm not able to understand..pls explain if u can..

the formula follows this way,
A polynomial p(x) in one variable x is an algebraic expression in x of the form p(x) = anxn + an–1xn – 1 + . . . + a2x2 + a1x + a0, where a0, a1, a2, . . ., an are constants and an ≠ 0. Note that the exponents are non negative integers.
