A scientist was on the air talking about SETI at home.
This was around 1999/2000.

In the case of blc1, after thorough analysis, the researchers concluded that the signal was most likely a result of human-made interference rather than a genuine extraterrestrial signal. The frequency of the signal coincided with common sources of interference, and no repeated detections were found when observations were conducted again.

More anonymous sources. A couple of other problems here - first, 1999 was hardly a "chaotic" time, at least compared to today. Secondly, if this was really presented to the UN it would have been leaked; no way could you keep that many people quiet for this long. I hope it's true, but.... doesn't seem likely.
