Batman does have a contingency plan for Green Arrow too, it's a ray gun that shoots disorienting Vertigo rays that knock green arrow out of balance so that he can't aim or fire his bow properly, it's essentially one of GA's villains (Count Vertigo)'s Vertigo power in ray gun form
