as you said he was tortured for 30 years forced to look over Gotham and be able to do nothing in complete solitude and on each year a body part is removed and replaced by a mechanical substitute

Earth-1 Azrael isn't this problematic & instead mostly goes through self-reflective identity crises but is still able to keep Gotham safe while Batman heals his broken body.
