According to Daniel Pesina who is the actor in the Scorpion costume, Ed Boon wanted to use a lasso for the weapon to pull the opponent over to do the move, but Pesina chose to use a harpoon instead. Richard Divizio aka Kano's digitized actor said he was the one who came up with the idea for Scorpion to say _GET OVER HERE_ when he does it, and Ed was the one who recorded the voice that you heard Scorpion saying in the game.

This is a problem for Richard Divisio. He states that he's the one that came up with the idea to stick the kunai and dagger into the opponents chest, drag him close and for Scorpion to say "Get over here!" Richard said he actually coined the phrase. Doesn't look at all like that's the case now. Hmm
