Everything works except for the region protection: No PVP, No Mob Spawning, but you can break and place blocks. Please help.

Ok, explaining. but what if you have a permissions system and you want that some roles can build in the area and some not. Or you have a kingdom plugin that everyone gives in that kingdom a permission to build. Can you give an explanation of how to disable and enable worldguard for some people/roles/permissions? link flags to permissions?
