another reason why tax waste is so bad is because it doesn't mean you are failing to collect the tax, it means you are taking it from people and basically lighting it on fire. So not only do you not get it to spend but it is still removed from your pops. It's just wasted.

If you want infinity bureaucracy to deal with some sort of adding china territory (what cost 1.5-5k per 1 province) you can build infinity skyscraper, because each skyscraper give you +25% bureaucracy in province where you build it, and at some point you can build only 1 (developers or game think that) but real thing that you can just click on plus in province building interface, and build more and more before building at least 1 skyscraper is finished, so just use edict what give +50% migration in place where you build skyscraper (to fill it and ur government buildings) and build it infinity (i'll build 25 of them and just watch how my bureaucracy never being less then 100k), and if u build up 5-10 skyscraper, and anyway have issue, just build more and more government buildings, because 125-250% bonuses to bureaucracy anyway better then build it randomly somewhere.

Another important thing is that your government administrations also produce taxation capacity for the state they're in.

A state with insufficient taxatation capacity doesn't give you full taxes.

Although from what I've heared (don't take my word for granted here), it means that the population doesn't have to pay full taxes, meaning higher standard of living, so it isn't a purely bad thing.
If that state has mostly peasants, improving taxation capacity might not even pay off for you.

But tax waste from insufficient state-wide bureaucracy might actually be lost and therefore actually destroy value.

Can you pls make guide about trade routes- why thry always not enough?!
I still have convoys but there is always notifications that i have not enough convoys

I don't think a trade route is flat 15 is it? I've thought seen different numbers. Could be wrong tho
