When looking for rebuild kits first thing i see are some 30$ kits that i've been told wont last more than 6 months. There are also 80$ kits claiming to be oem. How do I pick the correct one?

That sanp ring is a bugger for sure once thats off your all good, you are supposed to balance them you no? Things wear at quick at 30, 000 rpm. I do realize your marking it but from what ive seen though it makes a big difference on longevity. Sold mine after rebuilding them so i didnt get to test them.

There is a first time for every person to do the job, and not all vehicles are as difficult to remove the turbo as the Z32.

IF carefully marked /indexed Re balance is not necessary Many Quality kits come pre-balanced and indexed with paint marks.. then One assembles using those index marks .
What's the difference if one does their Own indexing before disassembly ??

What is the plate that the exducer sits on called? Is it normal for it to rattle around a bit, or is that O-ring on the shaft supposed to hold it in place?

Very informative you answered a question about marking the wheels so as not to balance them and when it comes to putting parts in their original place I am rather OCD and always get it right and do you know how much boost a Garrett T3 TB03 makes?
