The Governor is literally broken. Man's daughter got killed by a Military group pre-Season 3 which is what led him to killing outsider groups in the show.

Joe was probably one of the most underrated villains in the show. He was incredibly realistic as a character even if there wasn’t an apocalypse. Awful people will do anything to get what they want and Joe was a perfect example of that. Him, Shane, and Gareth are some of the most underrated villains in television who would have been even better if they had lived longer. Although they did have a good runtime and didn’t overstay their welcome it would have been cool to see what would have happened. Maybe a little more backstory like I had an idea that maybe the bandits that attacked Gareth were actually Joe and the claimers and Joe and the others were the only ones who survived. And maybe later down the line Negan could’ve been Shane. Although I love Negan imagine how shocking of a reveal that would have been
