I don’t think that this was fully expected to go anywhere. Whilst in the process of making Rises WB asked Christopher Nolan to do a fourth movie but he very clearly refused and made sure they knew it was strictly supposed to be a trilogy

This scene is included just to tie up Bruce’s mission in Gotham and calls back to Blake and Bruce’s conversation earlier in the film where Bruce says “Batman was an idea, that anyone could be him, that’s the point”

Blake was to be the next Batman for a new generation and would undoubtedly inspire a new generation after him. I don’t think that there was ever anything more than a quick idea to continue this story.

This is false information... Christopher Nolan specifically said this was not a set up for a fourth film. But more to emphasize that Batman can be anyone and passing the torch to someone and be the end of Bruce Wayne's story.
