You can do a simple farming trick in 2-1, with each 1 common ship in main fleet and vanguard, auto-searching will give u coins and a chance for the gem commision to pop up, to more u farm there the more urgent ones you will get. Most of the time it is oil commisions without cubes (like the daily commisions) but with lots of oil and maybe gems.

also some of them will have a huge urgent time remaining so it can be used to decide for which urgent one u will be going for

I want to say even if the tier of the ships on combat Doesn’t matter at all for commissions

The chemistry between the ships themselves as well as the affection level matters it is implied in various Quotes of the ships
