Can Gandalf really talk to moths????

If it is simply a matter of “if Gandalf can really do it or not” then yes he can. Every living being in Arda, especially the Ainur can communicate through mind and see others thoughts if it is not close. Sauron can commune with werewolves, Melian taught birds to sing, Saruman had a net spy of caribans. I am not sure if a moth has the same will power compared to other animals but if Gandalf had to commune with eagles, yes he could do it using, lets say a bird. In the Hobbit an ancient bird helped dwarves with talking to them, why not a bird of superior kind go talk to them? Although one must consider if Eagles, proud they are would listen anyone expect the Wise

Don't forget Bard could talk to the Thrush in the Hobbit. Bombadil sings to the trees and hills and they respond. So its not far-fetched that he could talk to Moths.

Jackson's moth was an inspired solution. He couldn't spend anymore time on a set up and Radagast was superfluous. He was, however, one of the characters I really liked in The Hobbit trilogy.

In the hobbit while wearing the ring bilbo discovered the spiders speak to one another. So in middle earth maybe other arthropods communicate. It is a magical world after all

I always understood the moth as a physical manifestation of either Gandalf's magic working to summon the eagles, or Eru-iluvatar sending them and sending the moth as a signal.

Overall just a physical representation for the magic that was calling the eagles to Gandalf's location atop Isengard's tower.

Small correction. Radagast was sent by Saurumon to summon Gandalf to Isengard. Gandalf then told Radagast to tell the eagles to send him news in Isengard.
