scrambling the numpad would probably be a better approach since you can still estimate the location if the window only moves side to side

Why move the thing?
Just scramble the numbers, i think it's more secure.
Because, you can see the prints in 1234 or a row of prints for example, so by moving the pad, the 1234 will be in the same position, or maybe it's 4567, but you can kind of narrow it down anyway.
Randomizing the numbers position in the pad, i think, would be a safer solution.

People saying you can still guess, you’d also have to discount all the other finger marks because the car is 95% touch screen use. So many finger marks all over it.

My 1999 BMW E36 had it also…

If you found my keys dropped in the parking you weren’t able to drive the car unless you put the PIN code on the 18 button on board computer

I've got a PIN code on my car too, its a 1-2-3-4-5 speed manual transmission. Amazing how many people can't drive a 'stick' these days.

To get the security to maxium, they could do that every time you type a Number, the Pin Window move with every touch/click.

It's a nice feature but it should be able to enter the pin on your phone (if connected to your Tesla). That way I could enter my pin without other in the car seeing it.
Other option beyond pin is using face recognition instead
