I always saw the deep in the comics as a consummate professional. When a train asked why he didn't take the helmet off the deep's answer was basically what vought had come up for his character which was why a train wasn't interested because he was giving the same spiel that they all gave to the public regarding their origins. Like an actor refusing to break character. His first line of dialogue in the comics concerned him reading over their contracts and questioning why homelander, Maeve, and noir had a higher percentage return on merchandise. He was actually smart and played the game right which is why he was one of the only supes alive at the end of the series
