You hit the nail on the head about why I'm not super worried about watching this show. BTAS is so beloved because it's the LEAST maladjusted, sociopathic Batman, someone you can aspire to be like without being a sociopath yourself. Maybe it's less comics accurate, but...I don't know. Maybe I'm in the minority wanting superheroes to be heroic.

I think the episodes need to be longer. The show is best when it takes its time to develop characters and plots. And the weakest points are when things go too fast.

As for the tone, they are going for a 40's serial feel and there is some cheesiness inherent in that. Like with Selena Kyle becoming Catwoman, that sort of less grounded story is in those old serials and in a lot of Batman comics. But again, I think the issue is more with the shorter run time since it makes the shifts in tone feel more abrupt than natural.

I Loved the whole season. Nocture is my least favorite but the way they brought back the Bruce Timm Batman is really something special.

For the Penguin I think they were trying to go for more a complement not an insult. Like she looks high class. On top of that they may were also going for a foil for Carmine Falcone. The Penguin a hearltess mother who most likely never loved her sons. Carmine Falcone a loving father.

God I hate these stupid commenters who take issue with every character that isn’t straight or male. Show just needed more backstory and character development, end on its villains. Besides that it was great. Consistently entertaining and well made.
