Can there be a negation before the letter.?

Thanks for the explanation, that was helpful. I don't understand though why you wouldn't add the not before the Q. If you are saying that the not is embedded in the sentence, then I would translate it to "the meal is NOT delicious and busy people do NOT eat. As opposed to "the meal is delicious and busy people do NOT eat. That to me, in symbolic form would be more like p and ~q. Is that right? Bear in mind I'm a first year student. I'm not criticizing or saying you're wrong, just want to get clarification. Thanks in advance.
