You should have a look at the German "Inselbahn" from Dagebüll on the Mainland to the islands of Oland and Langeneß. It runs on the sea floor of the North Sea and gets flooded the tide every 6 hours.

Now to be honest a train street would work

The street just has to be big enough for a walkway, 3 lane roads, and 3 lanes of tracks for opposite direction trains

I rode the Georgetown railroad route the devils bridge was replaced back in the 50’s it’s mostly metal bridge. Quit lying saying it’s scary and it’s decaying the line has been updated.
