Fun fact- if you wait around the campfire after rescuing jack in chapter 4, dutch starts rambling and brings up tahiti. Pretty sure it's the earliest in the game that it's mentioned

The whole Tahiti thing is nothing more than pipedreams and Guarma made them saw it as it was: Guarma was an ironic hell for Dutch because he got his craved tropical island....ruled by the very system he despises and in a far worse political situation than in the USA. The law is everywhere and they had no escape, that was the whole point of chapter 5.
Dutch never had a plan and if he had it, he completely forgot about it.
