Your scenario completely ignored the existence of Japan. China will not be able to implement a blockade or quarantine without the military. Japan would be clashing with the Chinese over the Senkaku islands, which is 80 miles from Taiwan. The US makes China nervous every time it sends a fleet through the Taiwan Straight.

The CCP claims that Taiwan belongs to China because a "former Chinese regime" once owned it a long time ago. Taiwan (an ancient government about hundreds of years ago).
