Qwerty keyboard was to prevent bar jams. But not to slow typists down. It was rearranged so commonly used letters were closer together on the keyboard at he same time moving those bars farther away from each other in the mechanism. It actually allows faster typing with fewer jams.

The querty keyboard wasn't exactly randomized to slow down but mixed so that more popularly used letters weren't side by side. Yes, it slowed typists down as a response too but any organization other than alphabetical could have done the same. In a typewriter, two close keys would tangle together when struck too fast.
