What if I want to apply a material that hasn't been applied to an object in the scene?

If it doesnt work for you, select the one with the material already applied first, that worked for me. Thank you this it saved me a lot of time.

It doesn't work. I keep doing it, but it just goes back to selecting one block.

CTRL+L does not do anything for me.. nothing happens.

This does not work. Absolutely nothing happens. I had to export the model as an stl and reimport it to strip it of its incorrect, corrupt, unlinkable-on-a-quantum-level material data.
