There is also a practical reason for legshots. If you want to knock out 2 people in close proximity to each other, you can legshot one NPC, throw a nonlethal item to KO the standing NPC and quickly throw a second item to KO the NPC on the ground. If you do it right, there will be no bodies found and noone spotted you.

there are ways that even after the nerf, with superior skills, you can turn into John Wick. When dealing with two guys, i would drop my melee weapon, shoot one's leg, quickly pick up and throw kill the other, then finish the other one off

This not only helps with preventing bodies from being seen and is quick take down but it also doesn’t activate close combat awareness.
