For Ibis Paint viewers : go to filters (FX) and go to artistic and find noise. Then, add a new layer (tap on the button that says 1 and click the plus) and draw something. After that, go the Special/Liquify pen and tap expand. Now, all you have to do is hold on the canvas. Done! (If you want, you don’t have to add a layer and draw)

An easier way to get the static screen without using the glitch effect is when applying noise, change it from single to multi by pressing the lightning button on the rigjt

Or you can just import a pixel screen photo and liquify it if you don’t feel like following a long tutorial it’s still a great video tho
