Is the carrier 12 or 10 bolt ? Also does it come with hardware

I have one of these on my silverado and I hear a whiny noise at speeds over 35mph but only when feathering Thad gas pedal. The noise goes away as soon as I let off the gas. And the faster I go the louder it is.

Seriously considering switching to a trutrac.
